Mountain View, CA – Three board members were re-elected to their seats by voters in the 2024 election and sworn in Dec. 6 to serve another four-year term on the El Camino Healthcare District Board of Directors. The board has five members who are elected on a staggered basis every two years to four-year terms.
"I am honored and privileged to have the trust of the voters who re-elected me to the El Camino Healthcare District Board," said Carol Somersille, MD, FACOG, and current vice chair of the board. "El Camino Hospital’s greatest strength is that it is one of the few remaining Bay Area hospitals owned and operated by the community it serves, and not beholden to corporations or outside groups. As an El Camino Healthcare District Board member, vice chair of the healthcare district board and chair of the quality, patient care and patient experience hospital board committee, I pledge to continue my mission to ensure each of our residents attain optimal achievable heath."
A resident of Mountain View, Dr. Somersille has served on the board since 2020. She is an obstetrician/gynecologist and is a full-time practicing physician who has managed an independent medical practice in our community since the 1990s and has also spent time in a community clinic caring for underserved residents. Dr. Somersille has more than a decade of hospital quality assurance experience. After many years on a hospital quality assurance committee, she served as chair of obstetrics and gynecology quality assurance and currently serves on the El Camino Hospital perinatal peer review committee.
Dr. Somersille is a graduate of Harvard College, The Johns Hopkins University School of Medicine, and Baylor College of Medicine Obstetrics and Gynecology Internship and Residency. She is a board-certified Fellow of the American College of Obstetricians and Gynecologists.
John Zoglin, the board’s current secretary-treasurer, is a resident of Los Altos who has served on the board since 2007.

"Our opportunity to leverage the award-winning quality of care delivered at the El Camino Hospital campuses throughout the El Camino Health Network of physicians and urgent care centers is incredibly exciting. We have a dedicated board and talented executive team working together to navigate the rapidly changing healthcare environment in Santa Clara County. My goal is for us to expand convenient access to top quality care - serving transparently to maintain voters’ hard-earned trust."
Mr. Zoglin leads performance analytics for the Medicare acquisition marketing team at Blue Shield of California. He follows his father in service to El Camino Health; Dr. Stanton Zoglin served as the hospital's chief of staff in the early 1960s. Mr. Zoglin earned a bachelor's degree in economics from Harvard University and a master of business administration from Stanford Graduate School of Business.
Julia Miller, a resident of Sunnyvale, has been a member of the El Camino Healthcare District Board of Directors since 2012.
"Being elected to another four-year term is a high honor and a tremendous vote of confidence from our district’s residents,” she said. “The work that we do on the board, especially as it relates to funding grants for the underserved, is more important than ever. I’m pleased to be able to support the board’s continuing efforts to improve the health and wellness of the communities served by the district."
Ms. Miller retired from Lockheed Martin. Prior to serving on the El Camino Healthcare District’s board of directors, she served eight years as mayor and council member for the City of Sunnyvale. She is the past vice-chair of the Association of California Healthcare Districts (ACHD) Board of Directors and has served on many local and regional boards, including: the Bay Area Air Quality Management District, Association of Bay Area Governments, Bay Area Economic Forum, Sustainable Silicon Valley, San Francisco Bay Trail, San Francisco FBI Community Academy Alumni Association, Leadership Sunnyvale, the Sunnyvale Museum and Historical Society, Silicon Valley Tobacco Securitization Authority Board and the Santa Clara County Airport Commission.

The El Camino Hospital District was established by voter approval in 1956 in accordance with California Local Hospital District Law. The purpose of the district is to establish, maintain and operate or provide assistance in the operation of health facilities and other healthcare services, provider groups and organizations that are necessary for the maintenance of good physical and mental health in the communities served by the district. The district, now known as El Camino Healthcare District, encompasses most of Mountain View, Los Altos, Los Altos Hills, a large portion of Sunnyvale, and small sections of Cupertino, Santa Clara, and Palo Alto. The publicly elected El Camino Healthcare District Board of Directors approves tax dollar expenditures, including expenditures for the award-winning Community Benefit program. Community Benefit funds are granted each year to local nonprofits, schools and government programs that provide critical health services to the underserved.
