These resources provide information related to the Audit and Service Review of the El Camino Hospital District, which was prepared for the Local Agency Formation Commission (LAFCo) of Santa Clara County.
In the mid-1950s, when orchards and fields in the Los Altos and Mountain View area were quickly turning into suburbs and commercial enclaves, a group of physicians and concerned citizens banded together to establish a much needed community hospital. The few existing local hospitals were at capacity; hospitals to the north and south were badly overcrowded. The best and fairest way, they decided, was to form a hospital district and levy a tax so the cost would be shared over the population of the entire area.
A new slate of officers was elected Tuesday to oversee the El Camino Healthcare District Board. The board selects new leadership every two years.
The ECHD Board of Directors is composed of five publicly elected or appointed representatives. As a group, these representatives oversee the assets of the ECHD, including El Camino Hospital. The five District Board members also currently serve on the ten member governing board of El Camino Hospital, which manages El Camino Hospital operations.
The El Camino Healthcare District uses information from the most recent 2022 Community Health Needs Assessment (CHNA) to inform the Community Benefit grant-making process, which is described in the District's annual Implementation Strategy Report and Community Benefit Plan. The CHNA is conducted by El Camino Health every three years in collaboration with other local health systems.
Mental health counselors at the Mountain View Los Altos Union High School District noticed a shift among the students.
The El Camino Hospital District (ECHD) was established by voter approval in 1956 in accordance with California's Local Hospital District Law. ECHD oversees and approves ECHD tax-dollar expenditures, including expenditures for the Community Benefit Plan, which provides critical health services to the underserved. All ECHD tax-dollar expenditures are reviewed and approved at regular meetings of the District Board, which are open to the public.
